Sky Sports News understands Kolo Toure has completed his medical at Manchester City, but a severance package has still to be agreed with Arsenal.
The Gunners defender is reported to have settled terms with the Eastlands outfit and his switch, believed to be worth in the region of £16million, has now moved closer.
Toure was in Manchester on Wednesday to undergo medical assessments before City fully committed to the deal.
The 28-year-old was found to be fully fit by a City medical team and he is now due to enter final discussions with the club's hierarchy.
But it is also understood that an agreement with Arsenal has yet to be reached regarding a severance package, which includes the pay and benefits owed to the Emirates Stadium club.
Toure, who joined the Gunners in 2002, still has two years remaining on his contract and a pay-off is required.
